Specialist technical advice

Council’s Drainage Engineer and Council’s Arboriculture Officer

  • A request for their technical advice must be put in writing to development.control@surreyheath.gov.uk and each request will be considered on its own merits. No direct contact should be made to these officers as the planning case officer will coordinate matters. 
  • We reserve the right to decline requests as this is dependent on each officer’s resource limitations and their other statutory commitments.   
  • Bespoke fees apply for 21+ dwellings and for commercial developments.
  • Other than exceptional circumstances, the Council’s Drainage Engineer time is unlikely to be available for major developments as the Lead Local Flood Authority ought to be consulted instead.
  • The payment is for a desk-top advice only and is not for multiple written responses. 
  • When a meeting applies, then the technical expert will only attend the same meeting as the planning case officer. 
  • In the event that the technical expert is asked to visit the site then a further bespoke fee will apply.    

Council’s Urban Design and Heritage Consultant

  • A request for this consultant’s technical advice must be put in writing to development.control@surreyheath.gov.uk and each request will be considered on its own merits. No direct contact should be made with this consultant as the planning case officer will coordinate matters, unless you have paid for the standard heritage advice service whereby the consultant will make direct contact. 
  • Urban design consultancy advice is only likely to be required for 21+ dwellings, will be a bespoke fee and be for the consultant’s attendance at a meeting with the planning case officer and at a design review panel.  
  • Standard heritage responses will be desk-top advice only and therefore photographs, heritage statement and any other supporting information should be provided. 
  • In the event that the consultant is required to visit a site then a further bespoke fee will apply.    

Design Review Panels

  • Design Review Panels are arranged and chaired by Design South East and are subject to a separate charge. This process will involve a site visit by the panel. The Council expects a DRP to be held for larger proposals. If your scheme qualifies please contact development.control@surreyheath.gov.uk for further information. The Council will coordinate arrangements with Design South East so please do not contact them directly.

Council’s Environmental Health Officer

  •  The fees are per hour and are subject to this Council department’s resource. 
  • A request for advice must be as part of the pre-application enquiry. No direct contact should be made with this department as the planning case officer will coordinate matters.

External consultant advice

  • In the event that there is the necessity to seek external consultant advice this will incur an additional charge. This includes, for example, viability assessment and retail advice.
  • For highways advice or Lead Local Flood Authority advice you will need to contact Surrey County Council (www.surreycc.gov.uk) and this is subject to their own pre-application charges.
