Pre-Submission Local Plan published

Surrey Heath Borough Council has today published its Pre-Submission Local Plan (2019-2038), also known as Regulation 19 Stage. 

The Pre-Submission Local Plan, shaped by extensive local consultation and engagement (at Regulation 18 Stage), outlines a comprehensive and balanced vision for Surrey Heath, ensuring sustainable growth while addressing environmental constraints. 

Cllr Alan Ashbery, Surrey Heath Portfolio Holder for Homes, Planning, and Enforcement said: “I’m delighted to launch the publication of the Pre-Submission Local Plan, which promotes healthy, sustainable, and cohesive communities through good design and the delivery of robust infrastructure. 

“After widespread consultation with residents, community organisations, infrastructure providers and many others, the new Local Plan aims to protect and enhance the valuable environmental and community assets within Surrey Heath.  

“It will provide a framework for development in the borough up to 2038, and help ensure that residents have the homes, jobs, and infrastructure they need. 

“Surrey Heath has long been recognised as one of the best places to live in the country, offering a fantastic environment and the opportunity for a great quality of life, and our Local Plan aims to ensure that this remains so.”  

Integrating development needs with significant environmental protection is a key consideration, with development focused within settlement areas to the west of the borough. 

The plan aims to optimise sustainability and accessibility, and ensure development projects are environmentally conscious - helping balance growth with ecological protection and enhancement. 

In Camberley town centre, high-quality, high-density development on key sites is planned to provide new homes and support regeneration, enhancing the future vitality and viability of the area. Additionally, the Local Plan will incorporate 16 strategic and locally important employment sites to bolster the economy. 

Representations on the Local Plan Pre-submission document can be submitted to the council during the six-week publication period from 7 August to noon on 20 September 2024. 

The proposed plan is published on our website, and printed copies are also available at libraries and the council offices. 

We’ve already acted on feedback on earlier versions of the Local Plan, so comments should be focused around the legal compliance of the Plan, and if it meets the test of national policy. Guidance notes have been prepared to help you make representations and can be viewed on our website.
