There are three formal stages of consultation in preparing the Local Plan Review. Information on each stage of consultation will be added to this page.
We are currently undertaking a ‘scoping consultation' and are seeking views on the following documents:
The deadline for responding is noon on 19 October 2026.
You can read the formal Notice of Scoping Consultation below. This sets out that hard copies of the consultation documents can be viewed at the Council offices and libraries across the Borough.

We are also asking landowners, developers, businesses, community group and other interested parties to suggest land that may be available for development through a ‘Call for Sites’. The Call for Sites is running from noon on Monday 21 September to noon on Monday 2 November 2026. Further information can be found on the call for sites webpage.
The comments received to the scoping document, along with technical evidence that is being prepared will help to inform the next stage of the Local Plan Review including the future priorities, draft vision and local plan review content. Comments on the draft Engagement Strategy will be used to prepare a final version which will be published on the LPR website.
A summary of the Scoping Consultation will be published setting out who was invited to comment, how they were invited to comment, the main issues raised in the comments received and how the Council has had regard to those.
