Severe Weather Emergency Protocol (SWEP)

Information about how we support rough sleeps during severe weather.

Our Severe Weather Emergency Protocol (SWEP) means emergency accommodation will be provided to people during severe weather. This includes people who have no right to claim benefits or housing in the UK.

The protocol is activated when the temperature is at zero degrees or below for three nights in a row.

Alongside our partner organisations, including The Hope Hub, we will work with anyone provided with SWEP accommodation to help them find settled accommodation and access support services.  Only people with a Surrey Heath local connection will be provided with SWEP accommodation.  People from out of the area will be supported to reconnect to their originating area but will not be accommodated.

Please contact the Housing Solutions Team if you are aware of anyone sleeping rough in the Surrey Heath area. 

You can also report people you think are rough sleeping via the Street Link website (external link). Street Link send details to the local authority or outreach service where the person has been seen.
